Illinois Speaker Chris Welch hosted New York Speaker Carl Heastie as the first guest in the Illinois House as it reopened from health protocols. Both are the first African-Americans to hold the legislative leadership post in their states, but both stater also have African-American lieutenant governors.   Both have been active members of the National Black Caucus of State Legislators.
